A Moscow court has slapped further fines on Twitter, Facebook and, for the first time, WhatsApp for failing to localize data – essentially storing data on servers within Russia.
According to the statement of the press secretary of the judicial precinct No. 422 of the Tagansky district of Moscow in the case of an administrative offence (“Violation of the Legislation of the Russian Federation in the Field of Personal Data”), WhatsApp LLC was punished with an administrative fine of 4 million rubles.
In addition, Twitter and Facebook were fined 17 and 15 million rubles. It is reminded that previously, in February 2020, these companies have already received fines of 4 million rubles for refusing to transfer servers with Russian users’ data to Russia.
It is specified that to date, the storage of personal data of Russian users has been localized by about 600 representative offices of foreign companies in the Russian Federation. At the end of May this year, the Federal Service for Supervision of Information Technologies (Roskomnadzor) ordered foreign services to localize databases by July 1, 2021.
Nevertheless, on July 29, Google was fined 3 million rubles under the same article (violation of the personal data law), which provides for a fine of 1 to 6 million rubles, and for repeated violations, up to 18 million rubles.
